I tie the bottom to the brackets that hold them away from the bike and the top backs to the turn signals I don't bother with tying the front strings. They stay in place pretty good like that for me. I used to check them once in while and tighten them if they shifted. But I leave them on all the time now and they're staying in place better now. When I get new ones I think I'll take the seat off and put them under it so they'll be more permanent. But that's in the future and I'll probaly still tie them off then too.

Aftermarket brackets made for that purpose.

If you have cheap bags, you might have to poke a couple of small holes through the back of the bags so you can run a ziptie to attach bag to the bracket.

Rear to the turn signal stalk, front to the rear passenger peg mounts. Don't have or need brackets for em.

Saddle bag supports help a lot. I use black paracord to tie down the bags.
