Question Ex-Changing Fluids

According to the Harley Manual;
when changing gear fluid on sportsters you are to install 1 quart of 90 weight gear oil, yet when you look at the detail (page 1-25 diag 1-27) it shows a level line around the bottom of the clutch basket, which when done according to the book (bike is level, no on jiffy stand) is around 1.4 Qt. I have also read using less than 1 qt is done.

With the above in mind; I have read that hard shifting into gear (including difficult neutral) is due to 1 of 2 possibilities, either too much fluid or tight primary chain.

Question is how much gear fluid is correct?
and is setting a loose primary chain better?

I keep the chain with about 5/8 to 7/8 play in it. I used 1 qt. Harley Formula + in the primary, it seemed to find neutral a lot easier after that.

The correct amount of fluid is 1 qt or 946ml.
