That's not really an option for most bikes. The only solution I can think of is to go easy leaning into turns, or change out the pipes. A 2-1 will probably get you a better lean angle since there is only one pipe. It would mount right around where your rear one is now height wise.
Yeah it really does make a lot of difference taller shocks will increase the lean angle and give you better performance through tight corners over all as long as your suspension is of equal quality front and rear. You'll be able to utilize more of your tires than before have a better side to side weight transfer rate while pushing the bike hard through twisties. Overall if you want better performance look at your suspension and brakes first. Oh and I dunno where you got your view on lifts, ground clearance and tires but, add taller suspension to a jeep with stock tires and yes you would gain more clearance to the chassis. However you wouldn't gain any more clearance from the ground to the axle sort of defeating the purpose of putting a lift on a jeep since generally a lift is combined with bigger tires to gain more clearance everywhere.

Frame is what I meant to say, not chassis. I had a jeep with a 4" lift and 33" BFG Mud Terrains, I get how it works. I was trying to make a point by trying to say that increasing the shock length without increasing tire diameter doesn't really accomplish much. And that's the logic I'm using here...my exhaust is indirectly connected to my frame, so unless you change the tire diameter you aren't actually raising the frame or exhaust height. Not looking for an argument here, just tossing out an idea whether it was right or wrong. Aren't we most of us here to learn from one another??

Going from 11'' shocks to 13'' won't raise your seat height by 2'' but probably something more like 3/4''.

It's not going to solve your problem completely but it'll raise the back end of your bike along with your exhaust to some degree. Not sure how the math would work but this would mean you'd have more lean angle before you start scraping.

It's definitely not the silver bullet but it'll help some.

Also, unless you were a complete bad *** in your Jeep, you probably didn't lean it.
