It sounds more like the float is off by just a hair.
I had the same issue when working on my carb. If the float is set slightly low then it only allows a small amount of gas to (almost) fill the bowl .... go fast and it sucks the gas out of the bowl quicker than it comes in.
On mine the adjustment point was 16mm. You have to flip the carb over and let the float rest lightly on the valve. You measure from the carb base (the area the float bowl sets against when assembled) to the bottom of the float (or top when upside down).
You'll need to look at some diagrams for your specific carb to get the specs, and get it adjusted correctly.
I was checking you tube but only found generic videos. Maybe someone has a link to a Harley Carb Float Adjustment video??
I finally had a chance to check a few things today. I went down the highway and got a couple of miles down the road and it died just down the road. I started it back up and this time I put it on reserve and it ran perfect and still is. So next week I will get a new high flow petcock.

Did the high flo petcock work? I'm having the same problem with my 94. it's dying out at about 70 on the high way. but kicks back in when I lay off the throttle.

this problem was solved by a new petcock. Easy way to verify if it is your petcock put it on reserve and then jump on the highway if it works fine you need a new petcock. stay away from the original OEM style a motorcycle mechanic described to me how they fail I went with a Arlen Ness style no problems.
