In choosing a gps make sure that it is easy to connect it to a 12volt supply and buy it before doing anything for your bike. If you look at 'Battery Chargers' on that website there are other possible wiring options and it may be easier to connect up a supply to your gps.
Do you have any specific suggestions?

For a gps unit I don't, as I blew out on a weatherproof bike one, a TomTom Rider. It seems to me a natural choice in the US would be a Garmin, not least because they are a US brand and the mapping should be as good as it gets. Garmin were slow off the mark with their European mapping (I live in the UK), which is why I bought a European TomTom, although I understand they have caught up now.

As for a tankbag those available to you are different to the ones I can get in the UK. There are two broad groups, magnetic and strapped-on ones. Strapped ones can be a fiddle to install and remove, magnetic ones need a tether to make them safe, especially if you travel at speed without a windshield.

Of those I've looked at on Ebay the ones that catch my eye are branded 'Firstgear Laguna GPS Mini', 'CYCLE CASE RIDER GPS', 'JOE ROCKET HAMMERHEAD'. Use those to search, which will give you a flavour, then you'll get a better idea of the options. Measure your gas tank, so you avoid getting a bag that is too big!

What type of cell phone do you have? An Android, iPhone, or iPad have the capability to download the GPS program of your choice. Why pack 2 items when one will work?

Nelson Rigg has a series of solar panel equipped tank bag - the SLR-15 / 20 / 25 which are supposed to be able to charge your phone while you ride.

They also sell just the solar kit. http://nelsonrigg.com/store/product.aspx?pid=1635
