yes, when the relay pulls in it closes a set of contacts (a switch) to the starter (and then to ground), when you let off the button the contacts normally open..if the contacts are corroded or stuck somewhat closed they can send a small amount of power to ground without actually pulling in the starter...

It's not that hard to do. First thing is to set the meter to measure current ( a or ma) than remove one fuse at a time and put the meter leads on the fuse terminals in either polarity it doesn't matter to a DVM. If you see a current rise in the reading than that's higher than expected that's the culprit. If this methode doesn't reveal a high current reading than put the fuses back in and remove one of the battery leads and put one of the meter leads on the battery terminal and the other lead to the wires that you removed from the battery terminal. Make sure you hook it to any wirhe that you removed one at a time. If you don't see any higher than normal readings than you bought a bad battery. Good luck.
