I appreciate that it *can* be done w/out an impact - but, I've also had many in which there just wasn't sufficient spring tension to prevent the damper rod from turning inside the fork tube.

One last suggestion - I hate the "L" shaped allen wrenches, and bought a set of 3/8" drive allen-bits that I can use w/my ratchets. I can get much better torque and angles on the bolts, and can actually use my torque wrench to properly torque bolts upon reinstallation.
If you plan on using a 3/8" ratchet drive hex, get the long set. I don't think my 6mm Craftsman shorty socket (for allen head bolts) is long enough to go all the way up into the fork leg to engage the bolt. I'm not opposed to using an impact gun, I've just never needed one.
