Yea the guy is obviously a a**hole, not just for hitting your bike & running but in life in general, he will never pay you...guaranteed!
Get the insurance involved and police too if necessary, here in Canada knowingly leaving the scene of an accident is a felony.
So it only took 30 minutes of watching the pas 2 days of security footage to see a black newer model sedan BACK into my bike. I was really bummed that I couldn't make out the license plate information from the cameras, but as soon as I walked outside to see if I could recognize any vehicles a black ford focus drives slowly right past me trying to find a spot. Hmm, I wonder where that hole in your rear bumper came from that is fender height...
I confronted him and he fessed up saying that he looked but couldn't see any damage before he drove off. He also told me his whole story of how he is on additional duties working 14 hours a day 7 days a week because he was intentionally collecting extra BAS from the military for a long time when he wasn't supposed to, and how he can't afford to have his insurance be raised because he lost a stripe for the before-mentioned event and already was in an accident which raised the insurance for his 2012 Focus.
So now do I trust him enough to take him up on his offer of paying out of pocket in 1.5 months time, or just tell him too bad, too sad and call his insurance comany? I almost feel a little bad for the guy, but it seems he has brought on all the **** in his life by himself so I don't feel THAT bad.
Don't carry someone elses monkey on your back. Been burned many times trying to be the nice guy.like a few have already said, what type of character does this guy have to hit and run. I would turn it in to insurance immediatley.
Had the exact same thing happen - only it was my truck and an asian engineer at my old job.
GET WITNESSES, GET PICTURES, GET INSURANCE INVOLVED.
He had the chance to man up and chose to pretend like it didn't happen hoping you wouldn't catch him.
He got caught, then tried to weasel his way out of it...
....he deserves no sympathy.

My advice (20 plus year serving military member) for what its worth. This person is a problem child. First, he should have had the integrity to leave you a note with his contact information. He is already in trouble for a very serious offense and should know if he wants to stay in the service, he cannot afford any more trouble. I guarantee that if his First Sergeant or Commander got wind of this hit and run he would be standing tall to answer why he has again failed to take responsibility for his actions and adhere to his core values. Given the opportunity, this person is going to take advantage of your kindness. I would get his information and file an accident report; he needs to be held accountable.
Feileod nailed it^. I am in the AF as well and this guy seems to keep proving himself as a certified turd. If he cant grow up and be responsible, that isnt your problem. Your problem is you have a ****ed-up, expensive bike that needs fixin'. The way to take care of that is hold him responsible, have SF file a report on file (for CYA), and file with your insurance. I am sure your supervisor would agree.
You all have made a good point quite clear and I have to say now that I agree. I'm going TDY for a month here in a couple of days and that only increases the chance that I won't see my money once I return. I will start the insurance process tomorrow after work.
Thanks for everybody's input, it was very much appreciated!
