So now do I trust him enough to take him up on his offer of paying out of pocket in 1.5 months time, or just tell him too bad, too sad and call his insurance comany? I almost feel a little bad for the guy, but it seems he has brought on all the **** in his life by himself so I don't feel THAT bad.
NO. Absolutely NOT. Your asking for trouble. It sounds like this person is a walking disaster, do not get pulled into their world. Also, keep in mind, if he really was willing to work something out he would have left you a note. You need to make a decision - be charitable and forget it happened or go after his insurance. Anything else will be aggravation I can promise you that.
So I got in touch with the guy who hit me again today and said that I'm not left with any option other than to just go through his insurance company. Apparently the reason he really wanted to pay out-of-pocket was because his insurance has lapsed from lack of payment and he isn't covered or supposed to be driving at all.
I called his shirt and got his opinion, only to find out that this guy is already on his way out of the AF, and doesn't even get a paycheck due to him stealing the money from the government in the first place and has already been court martialed for it. The shirt pretty much says that if I don't call security forces, that he will take care of it with them anyways, so I give them a call and they are taking it VERY seriously and already are on their way to arrest him at his place of work for a few charges.
Looks like I won't be getting my money whichever way I approach the situation. Deductible will be outta my pocket.. Oh well, **** happens I guess
See, you made a good call. He was continaully being dishonest with you and now you have a better understanding of what this situation is going to be like. I guess if you really wanted your money and felt like going through the hassle, you could file a lawsuit in small claims.

Car not legal for him to be driving - should go up for a quick auction or sold to the scrap yard with any and all proceeds going to you.
Been court martialed and getting booted out - should have been locked up or at the very least not allowed to go anywhere without an escort (guess I'm just used to the way the Corps handles things).
