I would think that insurance companies know that a Sportster can be picked up and taken in about 10 seconds. I doubt they discount much for an alarm, but maybe they do somewhat. My sister worked for Progressive in the 1990's, when all the yuppie's Porsches were getting stolen. They basically would not write a policy on a Porsche in CA, according to her.
Theft would be part of comprehensive coverage, maybe raise your deductible. As far as your liability, theft has nothing to do with someone's risk as a motorist. If you have some tickets, accidents, or DUI, I would expect a motorcycle liability policy to reflect that quite harshly. Remember, insurance companies know what a risk riding a bike is in the first place.
