With that filter there are two possibilities. If the previous owner installed it without adjusting fuelling it could be running too lean, the other possibility is the butterflies on the front of that are badly timed and it could indeed be over-fuelled!
I took apart the carb last night and there was a lil bit of gunk built up in it. I cleaned the gunk and put it back together and it wouldn't start at all. Pulled the hypercharger and tried starting it and it was just pouring gas into the motor and it was also blowing out of the carb as well. I think it wasn't jetted correctly and the carb is basically shot. It's the factory carb and it kinda looks like it hasn't been cleaned since it was put in.
Some Seafoam in the gas tank will help clean things out. Check the oil level, just above the bottom mark is all you need. I'd suggest getting a shop manual for your scoot if you plan on turning any wrenches on her.
Had similar problems with my 90 XL,
One oil had seeped down and someone added more (hence the blown out fill plug) drain the oil and see if you have 5 or 6 quarts in there. Also my voes was shot, replacing it fixed her right up with the bog/stall issue when giving it gas
I drained some oil and it doesn't blow the oil gauge out anymore. I also think I might have figured it out. I can get on it kinda quick and it's fine, but when I ease into the throttle is when it bogs. So I think I might have a jet problem. I pulled both the plugs and saw they were dark. But it does smoke a lil when letting off the gas. Could that be from the oil that settled and dumping fuel???
