Fuel Problem - The jetting worked fine for you the day you rode it to buy it. The larger main was added to work with the aftermarket intake and exhaust. Your problem is dirty fuel and or plugged fuel filter.
Oil Problem - I don't know about Sportsters but Evo's had a bad habit of puking oil out the crankcase ventiliatiion system if they sat for an extended period of time or if they had been rode hard and put up leaving the vetilation system wet with oil mist. Sometimes when you start tem they just puke oil out the vent all over the cam cone and she's good to go for awhile. Confirm the oil level is good and solve the fuel -problem before you get wrapped around the axle with the oil problem.
Your needle is most likely spring loaded, I like to use a spring out of an old click type pen, tape it to the end of a pencil and use the spring to push the float. The fuel should be shutting off when the float is level with the mounting surface of the bowl. If not your float needs adjusted by ever so slightly bending the tab on the float that is pushing up on the needle.
If none of this works, pull the pivot pin out of the float, drop your needle, and confirm the rubber tip is still on your needle. Today's methynol fuel at 10% is hard on rubber parts and you may have simply lost the rubber tip on the needle making it impossible to shut the fuel off dumping overflow fuel into your motor and keeping you from running.

Oil dump may be wet sumping from a weak spring, old ball, or bad seat on the check-valve in the oil pump.
Take the carb apart and clean everything....make sure the jets are clear. <edit....sorry just read that you changed the jets......>
It's a 97 and it isn't oil its gas I smell off the plugs.
45/180 if you have a high flow air cleaner and pipes with two turns out on the mixture screw. And yes, the slightest damage on the tip of that screw will basically eliminate that adjustment. But I don't mean microscopic. A visual inspection will eliminate or confirm that variable.
There are other problems you may be having but knowing the carb is correct will rule out a handful of maybe's.
I have a hypercharger and I'm guessing by the exhausts I've looked at I have drag pipes.
Your needle and seat are not shutting the fuel off. Take the bowl off agian and make sure your float is still connected.
Pull the bowl, use your finger to gently push up on the float, turn the fuel on at the petcock, and lower your finger to watch the fuel flow. Purge the dirty fuel a couple time to be sure to let any little debris wash thru. Shut the gas off and replace the bowl. Turn the fuel back on and confirm it is not still overflowing the bowl.

So I took it to a local motorcycle shop. The harley guy of the shop took the carb apart and looked at it. It was missing a spring, o-ring, and a seal. He said it has been missing for a little while. He put new ones in cleaned the carb and put it back together and put a new idle screw in all for $180.
