It could be a number of things. On an old bike the gas tank may have a lot of dirt in it, clogging the gas tap filter, so drain the tank, remove the gas tap and flush the tank to remove any built up muck. If you do find a lot of dirt, strip and clean the float bowl too, which may even have water in it. If the hoses are very old they may have perished and be blocking flow, so check and if necessary replace them.
That should deal with getting gas to the carb! Float level may be low, a jet may be blocked, or other internal carb problem, so do strip and clean the carb. If it has been on the bike a long time get a rebuild kit, which will have new gaskets and nice new perishable parts.
