I removed the furtherest bolt to the rear, took a hacksaw and cut the bolt down so I couldn't feel the bolt when feeling under the fender. I still have the shocks mounted in the second hole of the lowering blocks and the springs set on the stiffest setting and now there is no more rubbing! I guess it was that little extra length of bolt messing things up for me. I will try to find a new bolt that has the length of the one I cut so it can thread properly.

As far as you other question about mounting the fender to the swingarm.
It is not an inexpensive endeavor. It was the most difficult part of the DK Sporty project.
Not including paint, figure at least 6 hours of time for someone who knows what they're doing.
