When I connected the positive lead of the multimeter on the large terminal and the negetive lead on the wire leading to the starter and depressed the ignition switch, it read out anywhere between 18 and 22 v. Does this soud right?

No, the 2 terminals are separate tests, black meter lead to ground, red lead to terminal.

Ok so at the large terminal (the terminal that leads to the positive on the battery) connect the positive lead of the meter, and then the negetive to any ground point?

Then for test 2, connect the negetive lead of the meter to the small wire and the positive lead of the meter to the positive post on the battery?

Sorry for my ignorance..electrics is certainly not my forte. Thankks fr the help though it is very much appreciated.

Yes

No, just like test 1. Neg lead to ground, Pos lead to small wire terminal.

It could be a jammed starter the part that flys out to make contact could be rusted in or bunged up if the grease has gone off. The bushes may be worn down.

Or I may be talking total bollox if Harley starters are different.
