More than likely, it is old tire dress build up. Armor all !
For years, I have used a damp cloth with Brake fluid.
We use this it on , our show cars, leaves a rich semi dull sheen.
Damp cloth is the ticket, Apply and wipe the excess off with a clean rag,
The fluid will not effect the tire quality !

One thing I noticed on the stock tire is there are a lot of groves on the side wall where wiping the excess solution off is a pain in the ****, it is better to use a clear solution because your not going to get it all off - when I had my Stock tire on the rear I would clean the rear tire then ride it around the block then wash the bike because the solution that is left in the gaps will spin off and all over the rear of the frame

Good point.. using it on a car tire that is flat it would be much easier to wipe off the excess than on the stock HD tire
