'Need more information...were there any other mods done to this machine of yours besides the slip-ons? Has a tuner been installed? Is the intake stock? Has it always done this? Did you buy it this way? Are all the exhaust and intake connections tight and leak free? Your '07 has EFI, correct?
If the intake and exhaust connections are tight then at the very least it sounds like you need the correct tune/MAP [flashed at HD or from the addition of any of the various tuners] for your current engine/exhaust/intake configuration to richen up your Air/Fuel ratio a bit, or a set of XiED's, as both the aformentioned will serve to eliminate or at least help reduce decell popping.

Like said above, more info is needed. What are all the modifications that have been done?

Bike does have EFI. The intake is stock. Don't know if the bike has been tuned or not. Know it has aftermarket slip ons. Bought it this way. It did have decell popping. I change the spark plugs seemed to fix it. But has came back.

As DrewBoner said, you need a correct tune/MAP, and your deceleration pops will vanish. Like food on my dinner plate. Gone.
