I bought a used '07 SB last summer, and it came with SE mufflers and a K&N air filter. I have noticed a bit of decel popping now and then, but nothing too bad. Bike seems to run fine, but I don't really have anything to compare it to other than its a lot faster than my old Shadow!
In starting to investigate a new exhaust system, I've stumbled onto the whole fuel management issue with changing from a stock air filter and exhaust.
Is the decel popping an indication that the previous owner didn't bother to have the dealer download a new map to the ECM?

A couple of items here, maybe the previous owner had the HD dealer reflash the ECM but they would still take it to EPA requirements and could influence the decel pop. Or, there isn't any fuel managent system installed and you are running Lean to cause the pop. In A nutshell, you should have it tuned for the equipment.
Possibly, but there are other factors as well. My 07 LR has V&H Bigshots as well as the fuelpack. The AC was upgraded to a high flowing one by the dealer. That is the way I bought the bike last August from a private seller. Mine popped also on decel so I checked the Fuelpack settings and they were correct. I then checked and discovered that the exhaust was loose at the manifold. I re torqued the bolts and the decel popping was gone. It is possible that the ECM was done but not correctly, I have heard of a few horror stories about shops really not doing the mapping correctly. Fuel management is highly debated here on the forum and there is a lot of information, and maybe some miss information here as well. Personally I would look for a good Indy shop that knows how to properely dyno and tune the 96 TC motor. Think about the mods you would like, not just pipes and AC but are you planning any engine mods like cams or big bore kits. The type of fuel management module you go with will depend on your needs. The Fuelpack works fine for me on my stock engine, but if I do any engine mods I will probably need to upgrade top a PC or Thundermax. That is why I recommend a good Indy shop that knows what they are doing and they can explain it to you in lamens terms so you can make the best decision to fit your needs. Good luck......

Might also want to look for an exhaust leak. If they re-used clamps when they installed slip on's.
re-using exhaust clamps is a bad thing. they are really only good once. i had a set of exhaust clamps that were re-used and it caused my mufflers to fall off. THAT was embarrassing!
