I always just tighten them hand tight plus a mild ooph. Not scientific but it works.
While you're there, you should think about replacing the stock Torx bolts with button head allen bolts. The stock Torx ones WILL fail you at some point.

Same as Iceman...we have a small local hardware store down the road. 1/4"-20 x 5/8" is the bolt you want. I threw a small flat washer on there as well. If you don't have 5/8" length you can also get 3/4" length as that works.

Also one more questions , i ended up buying the oil filter from harley and paied an arm and a leg up here in canada for it.....do you guys know what other after market oil filter that would fit on my machine.....like i have heard the KN-170 would work on it. do you guys have any input on that....
+1 on switching them out for SS Allen cap or buttonhead screws.
Just firm them up hand tight with one hand, maybe even three fingers on your wrench, not really necessary to use a torque wrench on such small bolts. Common sense would tell you they just gently snug up, leave the gorilla fingers in the jungle.
