I haven't found too many people who've tuned these bikes yet. They're new enough and so different than what's come before, it takes some time to develop everything. For what it's worth, you should expect around 110hp/85ft/lbs to the wheel on a completely stock bike. I can't find it now, but I saw a video on YT with a guy that had the TBR exhaust and had flashed the ecu with DynoJet's "better than stock" tune. That's a completely stock bike that they've tuned. He said it made a noticeable difference.
I haven't found anyone else who's tuned one yet and posted anything, but if you find it, I'd love to see it.

If you're in California you'll have trouble getting a tuner that's CARB approved. If you use something that's not, HD can invalidate your warranty. I've been trying to do a stage 1 on a 2021 Sportster and I can't get a CARB approved tune for a SE tuner and no one (J&P Cycles, etc.) won't ship anything (FP4, etc.) to California.

Not that I've heard of. It already requires 91 octane and an exhaust can't change the combustion characteristics enough to require even higher octane fuel unless it was knock limited before. This is a modern engine and it's only running 12:1 compression, so I'm doubtful that any "bolt on" mods are going push it into knock or detonation.
