may wish to consider:
go to home depot or lowes and check the hardware section. They have all kinds of plastic plugs. Similar to what the dent wizard (paintless dent car repair) people use to pop into the holes they drill. remove the outlet and since hole is under the seat a black plug cover is no big deal. Then consider extending the wires to your outlet, shield them in a cover and run the outlet to one of your rear bags. Just drop it in the bag. Then you will have a power source for your phone and other stuff like a small air compressor. Or for the little money you spent just forget about removing the outlet and let it be. Could always use a tap-in piggy back fuse to fuse panel and a radio shack extended length power outlet cord. Just cut the male part off the extended cord and you have a long cord with a female end.

a fuse tap like this or similar with a low wattage fuse, this is just an example ther are others:
