Different philosophers and statesmen have lists of what they believe to be natural rights but all include the right to life and liberty as the two highest priorities. The existence of natural rights has been asserted by different individuals on different premises. For example, The Declaration of Independence is based upon the "self-evident" truth that "all men are ... endowed by their Creator with certain unalienable Rights".
There is a difference between a right and a privilege. In theory a right cannot be taken away because of bad behavior whereas Privileges are things you can lose if you behave badly.
You do not have to ask to exercise a Right. You do have to ask to exercise a privilege. You have a Right to eat. You do not have a Right to eat my food. A Right cannot violate the Rights of another. My food is my property. When I give it to you or you buy it from me it becomes your property. Otherwise, if you take it, you violate my Right to property.
It can be recognized when a right becomes a privilege. You have a Right to Travel. This has been upheld in the courts.
"The right of the citizen to travel upon the public highways and to transport his property thereon, either by carriage or by automobile, is not a mere privilege which a city may prohibit or permit at will, but a common law right which he has under the right to life, liberty, and the pursuit of happiness." Thompson v. Smith, 154 SE 579.
but yet there are drivers licenses and police check points.
Since we are here, you and I have a Right to "be". My Rights cannot infringe on your Rights, hence we now have laws, since some people think it is okay to take your and my property, for instance. If someone steals my property they may lose the Right of freedom to protect others. One privilege is driving, the privilege to drive is earned, and can be taken away, we do not have Right to drive, we have the Right to the privilege of travel" if done legally. If you and I were the only people on earth, I have the right to protect myself from you. The Government didn't create that Right, we don't need the government's permission to exercise a Right.

I agree with just ride..but if I bought it, I own it. Some notable cultures, early Native Americans come to mind, did not have a concept of ownership, just custodial responsibility. I suppose you don't feel that you own your Harley?
