I've been riding and waving since 1978. Most people wave back some don't. Always has been that way.
Where I live it's mostly Harleys with a few sport bikes. I would say I get waved at 90% of the time. We're a friendly bunch here in Pennsylvania.
I wave if I see you. For years I drove a BMW or a Zundapp. No waves. Now I ride a road king. Waves aplenty.
I don't care if you wave, if you're in trouble I will stop for you.
There's a lot of posers out here in SoCal, you know what I mean, the people who spend as much on HD clothes and jewelry as their bike cost them. They sure like to play the part and you can always count on them for the fingers down...even across 8 lanes of traffic and on the opposite side of the freeway!! If I can I'll wave but in traffic or on windy roads I usually don't because I'm paying attention to the road.

It's common sense to wave only if you can do it safely. I don't think anyone is recommending to do otherwise.
I have waved in traffic and on winding roads and have received waves back, but not when it was too dangerous, like riding the Dragon at full throttle. It just depends on the degree of traffic and curves.
I wave when I can, I even wave at a bike if I'm in a cage drivin. But there are times that I won't. If i'm ridin with a big group or meet a big group I might wave a bit but I'm not gonna wave at everyone. They know I'm there and besides my arm gets tired...Ha. I grew up in a day when you only waved at the Harley riders so it doesn't matter to me....wave or not...
I usually wave at another rider; but depending on what's going on around me there have been times when I just didn't see the other bike until too late to "do the wave." Hell, I might be the guy others complain about for not waving! But a wave has as much to do with "brotherhood" as watching SOA makes you a biker.
