I always thought they were dumb, until I rode with my Uncle who wore them and he was warm and dry and I was cold and soaked. Bought a pair and have never looked back. Really nice for keeping warm and dry in rain.
Still better than just jeans for safety but not as good as leather pants or riding pants.
I had a deep disdain for chaps for a long time, and this is from a guy whose father rode Thouroughbred Race Horses and had a pair for the winter training.

Chaps will keep you warm and dry when worn over jeans when it is 50 degrees and below.
Guys can be hard core Real Bikers all they want, but I would rather be comfortable and enjoy my ride rather than red faced and bitching about the cold over my beer.
