It's a derogatory term. It stands for anyone who has a job and lives in the city. Apparently to be a real biker you have to be a bum, or a criminal living in a cardboard box or sleeping in ditches. That's what I get. Maybe I'm wrong, I don't really know.
Not really when I first the term getting used publicly many years ago it was usually to describe some guy who acting like something he wasn't and in general being a dick . The money reference just kinda stuck because the guys acting like dicks where throwing it around like it could buy them into something that wasn't there natural arena or social group .
The biker thing I have wondered why so many get so pissed because they aren't being accepted as being one .

i blame hollywood for this term. rich people trying desperately to be as cool as bikers without actually being one. shortly thereafter HD dealers became boutiques. anyone could buy one and become an instant biker. makes me sick to my stomach.

The RUB thing is just a shitty attitude of people of lower income/class towards folks that are better off. There is nothing to being a biker. There is no magic or special skill. You buy a bike, ride it, you're a biker. It's pretty simple really.
I know some of those "biker" types you're talking about. Minimum wage, shitty jobs, or no jobs. Dumber than a bag of hammers. Spewing denigrating comments out about white collar professional people. Calling them pencil necks and office boys and crap. I call them "think I'm so good's", because they really think they are something special. I can't see it. To me, someone who drops out of high school because they're too cool, can't find work or collects welfare, or works minimum wage. But hangs out with others like himself and augmenting his income with B&e's or selling dope, is just not a lifestyle I envy. I don't think it cool at all.
So the term RUB speaks more about the person using the term than the people it refers to.
