Today I waved at a guy on a scooter. Not only didn't he wave back, he looked a bit pissed about the whole thing.

I wave at everyone on two wheels... including kids on mopeds, and dirt bikes.... but I don't care whether folks wave back or not....
I wave, and having waved, I move on and go about my business.
Now on those rare occasions that I notice I wasn't waved back???? I chalk it up to either a new rider, or someone with more important stuff on their mind.
I concur with the above 2 posts, I wave at everyone on 2 wheels. I also wave at all cops, if I seem friendly then the cops are much less likely to screw with me.
I nod at all bikes, cruisers and sports bikes. I live and ride in Australia a lot of the time so if you give the 2 finger wave with your left hand they can't see you anyway because we ride on the left . When I wave with my right hand which is the side that oncoming riders approach then my bike tends to slow down.
I don't initiate the wave because as others have said it can get to be rather tiresome on days when everyone and their granny are out riding, but I do wave back. When I ride my Burgman scooter I get a kick out of guys on their Harleys that don't wave if I intentionally wave to see if they respond. When on my Electra Glide I make sure I wave back to all...especially the gals riding on the pillion who like to wave and I do it with a big smile.
