Yes. It can be changed, Here's a 2014 StreetGlide front fender, on my 2011 Limited Ultra. Changed to a 19" wheel, and a 2014 chrome Enforcer StreetGlide wheel also.
Does the fender bolt right on? Or do brackets have to be custom made?

I changed both the front and rear on mine. They both bolt right up no issues. The rear fender will need the SG wiring harness though as the connector from the Ultra does not plug into the SG lighting. Oh and you will need a quick detach kit for the tourpak if you do the rear.
I scored my fenders on eBay and turned around and sold my take offs for the same price I bought the SG fenders for resulting in a zero cost change.
Another option is the Benchmark Fender from Klock Werks this is a picture of mine it is being paint now. I did not even have to enlarge the holes great fit out of the box.
