Default Tour pack mounting bracket

Needs some help with tour pack mounting

Heres the question

Have an 04 road glide that has installed a 07 screamin eagle road king rear fender conversion (meaning the entire rear end from swing arm to fender to wheel and tire are 07 SE road king). No frame mods. Frame is 04. Bike has never been down and i have owned since new.

Went to mount my 04 solo tour pack bracket and find it is too narrow. This is part number 53260-02

No specific solo mounting bracket is listed for the 07 se road king and the p&a says this should fit

Looking for any assistance. I know this should work but it is just spreading the bracket and will not quick attach to the bike and i have all the correct brackets

Any experience out there with this bracket to contradict the Hd catalog

The fender is wider but bolted right up using the correct se road king bolts

Im baffled. And cant figure out the difference. The bracket appears to be about a half inch too narrow
