OP: There is no down side to the extreme low mileage, the low mileage is not going to make the bike worth less.
The bike is obviously in like new condition. You just have to decide if the price is right.
'07/'08 (particularly '07) had the crappy cast cranks, (that '07 was a one year vendor issue,) that had the first scissoring issues. Most seem acceptable, some scissored to .0060" and wiped out the motors.

Can't add all those options as they are standard equipment on an Ultra Classic. Only thing the add listed that can be added is the GPS, and it is not a 1,000 option. Closer to 550 or 600 new.
That's kind of an old bike for $15000, do a quick search on ebay for Harley ultra and put the price range to $15000 and a ton of newer bikes pop up. I wouldn't pay that much for a bike 09 and older. That's just me.

I have had two super low mileage bikes like that in my life. Both were a total PIA to get up and running. People who don't ride them, also do not take care of them. Mechanical things do not like to just sit.
