I have an 09 FLHTCU TC 96ci with slipons and SE stage 1 airfilter and doing just that did in fact increase its pulling power in mid to upper rpm when on it hard/WOT going thru the gears.
I didnt do any remapping of efi and over it still runs fine overall (& still has cat in headpipes) but did notice a slight lean cond when cruising at lower rpm at slower speeds ,but other then that its been fine.
I will also be installing decatted headpipes at which time i will also install either Xied's that fattens fuel enrichement up a bit in small 1 step increments using small switch adjustment or RC Componanats Xcellerator fuel managament system that automatically/self adjusts the efi for best afr under all riding cond at all times.
The Xcellerators fuel managament system costs approx $450 & Xied's are approx $125,from reading about it i believe the more expensive xcellerator system can adj for deeper perf upgrades like cams,better breathing heads with larger valves etc which is good because if that's the case it can cover stage-1 thru stage-3 mods which the Xieds were never designed to do in the 1st place.
So if your staying with stage-1 type mods Xieds should be fine,but if you are thinking you may someday want to upgrade with perf cams etc then i'd go for the RC-Xcelerator.
BTW,The more free flowing decatted headpipes i got off ebay for $100 should lower ex temp a bit along with adding Xied's & who knows maybe freeing up a few more HP too!/LOL!!!(maybe 2-3hp or even 4-5 more whopping hp if i am real lucky or maybe nothing!/LOL!!

If you have a 2009, there is no cat in your head pipe. Cat in the head pipe did not start until 2010 unless maybe on Calif bikes.. To check for sure, pull the right muffler and run a straightened out cloths hanger into the head pipe. I would do this before I went to the trouble of taking the head pipe off. I found this out when I went to decat a 2009 headpipe for a friend's triglide. Also on your 2009, the o2 sensors are 18mm and near the head outlets while the 2010 and above are 12mm and are located down near where the at is.

Ah,i wasn't aware it was only the 2010 California toruing bikes that got cat in the head pipes and not the 09's too, so thanks a lot for letting me know that.
Yup,was aware of 02's by ex ports and will chk for cat material in mufflers with old coat hanger straightened out like you suggested.
Thanks again for setting me straight & saving me the hastle of removing the head pipes to find no cat in there!!/LOL!!.
