I have a 2010 Road Glide Custom that I am looking to put the Cobra Speedster Duels on. The bike already has stage one air cleaner and EFI download. Question I have is will I need to get a tuner for the EFI with the new pipes?

Lots of misunderstanding and misinformation on this subject! There is a Sticky in the Tech Ignition section on 'Why EFI Vehicles Need To Be Tuned', that is worth reading.
I purchased my 1st fuelie in '03. Paid a little extra for the Stage 1 download, aircleaner and backplate and a fine set of SE mufflers. From the start the motor always pinged a little. Sometime later I wanted to start adding other goodies and to avoid frequenting my local dealership i purchased a PC USB III. I loaded the Dynojet program for my Stage I bike and noticed right away more power and less ping. learned a little more and added the fuel pump functionality to get rid of all ping.
Moral to the story, IMO - the dealership downloads will usually be lean and the canned programs can be improved. Our motors are air pumps and any time you change the rate of flow through the motor the fuel needs to be adjusted. Head pipes, mufflers, air cleaners all change the rate of air flow...

You may want to consider going with something like the FL-XiED-10.
