Here's my 23" setup without rake. I installed 1" drop monotubes with some rubber bump stops so that the fender won't hit the bottom of the trees. To me, it rides fine. I've ridden up to 85mph without issues. I'm not a speed demon. Like to cruise with wifey and in my opinion, it looks great.

This is one of the cleanest bikes on this forum. Not over the top like some of the huge wheel baggers. Classy...
You will get 100 different answers on this topic. Here's my bike 2010 no rake with a 23. Doesn't look goofy to me & it rides perfectly fine, but that's my opinion. I've ridden hours on the interstate. No problem.
