I had the same problem once a long time ago after changing bars on my '01 Road Glide. Your clutch cable is adjusted too tight. When you go all the way to lock the cable is pulling tight and the clutch thinks the handle is pulled. Loosen up on your clutch cable adjustment and you will be fine.

sounds like you need a longer cable, or some rerouting of the clutch cable if you can get some more slack from it somewhere.

If he's using the stock cable there won't be enough slack.

Not enough slack means when you turn all the way, the cable is stretching, therefore engaging the clutch and you won't go anywhere.
