You are describing two different problems.
First the starter did not engage. You replaced it.

Now, it does not disengage.
Sounds like an alignment problem to me.

try loosening the bolts that hold the start a half turn or so and then raise the starter a bit, while holding it retighten the bolts..may be enough to give you the play you need..

No start/ spinning problem 1990 FXRS

I was out riding and stopped by the roadside and could not restart the bike. I had a brand new battery (24 hours old). I could hear the starter spinning but no engagement. I assumed it was a bad starter and bought a new one and installed today. No change. I ended up pulling the clutch assembly out so I could remove and inspect the jack shaft and associated parts. I discovered the coupling & retainer ring between the starter shaft and the jack shaft had disappeared (most likely cracked and fell out the back of the bike over the drive belt. An aftermarket rebuild kit is available but nothing from HD. I now have one on order and hope to be up and riding when the weather gets nice next week!
