Most indy's will adjust the neck bearing on the tight side of HD specs, or at least mine does. He worked at HD for 20 years and said he always sets them just a bit tighter than HD specs.
Sounds like you figured it out. Yes on dealer going loose. Had my new 07 do that took it back under warranty and was still loose. Did it myself a shade tighter. Lasted 8 years till I sold the bike.
Update: tightened the head bearings tighter than the manual states (pain in the ***) and problem solved! Bike rides like it's in rails. Extremely happy with the turnout. Thanks everyone
