Connect a 12v head light bulb between the battery and the positive cable. Then replace the fuse, turn on the ignition and start moving all the wires around one at a time. When you get it to short. The light (on the battery) will light up bright. The bulb on the battery won't allow enough current pass to damage the harness or blow the fuse. It may take some time and a small battery charger. But you can find the problem. This has worked well for me.

So after I posted this I replaced the fuse and I turned off the spots and switched to high beam for day driving, low at night unless no oncoming traffic. So far no problem with blowing the fuse. I am now leaning towards a short somewhere in the wires that involve the spots. I will be digging into that deeper this Friday. I had done a check of the connectors to the spot lamps to begin with including cleaning and dielectric grease but that was not it so now I will be going in deeper on it to see what is up.

I have not found any issues on any of the connectors or any evidence of an overheated socket of any kind so that has to be where the problem is. Thanks for the input.

The oldest manual I have is 2011. On the 2011 there is a fuse for Headlamp and one for lights both 15A. The headlamp circuit goes to left hand high-low beam switch. The low beam output goes to the Headlight and to the Spot switch. Spot switch on, powers the spots and the little indicator light in the switch. High beam output does not power the spots they are on only with low beam. The spots ground thru the light case so you might check and see it they are making good contact .
