Suspension that bottoms out isn't suspension! By considering Ohlins you are on the right track, but call Howard and let him sort out the most suitable springs for you - that is one of the reasons so many of us recommend him. He also has options not available from any other Ohlins supplier and will talk you through them to help you decide on ride height, right quality of damping etc.
No offense meant, but at 480 lbs. 2 up you are going to need HD springs on any shock you use. With my wife and I with luggage we are running closer to 350lbs. and as I said we were bottoming out the Progressive's with the standard springs. Not sure why but they always ran comfortably on my 2001 RKC but not on the RGU.
The guys at Progressive are great and really helpful, but all they really have to work with are the various model Progressive shocks and the different springs, standard and HD I believe. Talk to Howard, he can vary the shocks, the springs, the valving etc. It is worth the couple extra dollars. And if you are a member of Roadglide.org there is a discount. He may give them to member here too.
Good luck, once you get the RGU set up right you will love it!
