Is that the only diff. I've seen both on ebay that look the same and the local dealer says they don't see the 37781-07 in their books but the bike needs a 40217-07. I thought harley would be a little more consistant on their part numbers, however, they are confusing me. By the way I have a 2007 flhp and the 37881-07 is tha one on it and the chrome is peeling off of the teeth.
Those numbers on the pulleys are basically Casting Part#'s. They are assigned a unique "finalized" part# (that you find in the books) upon being finished (machining, color, etc). Note that HD also uses the cast numbs for identification.
37781-07 (casting)...FLT ("Touring"...your FLHP) is indicated
40374-07 (casting)...Dyna is indicated
Differences?...since they visually appear to be the very similar...1", 66T...there might be a subtle, but important difference...maybe in the Offset. If I had both pulleys, i would measure them.
I would stick to your casting# 37781-07 (40217-07 finalized part#) and all should go well
