1-Are you removing the Cat from the stock header pipe, and reusing it ? ?
2-Are you using an aftermarket free flowing header pipe ? ?
If it is number 1, you may get by with some XiED's or FL-ViED-10 from www.nightrider.com
If it is number 2, you may want a tuning device with auto tuning like a Power Vision.
Stage 1 is nothing more than a high flow air cleaner and ECM recalibration according to HD's parts catalog. Even if you add mufflers it has nothing to do with cat removal.
That being said, these things are so lean stock that they can always benefit from some kind of fuel enrichment. For no more than you are doing, I have heard good things about the ViED.
I did mine and never a problem .I removed the mufflers and used 20inch masonary drill bits I got at harbor freight , I started with the small one then moved up to the bigger ones it took a hour to do
The cat by its nature will create some exhaust flow restriction. How much I don't know. If you flow more air/exhaust with a high flow air cleaner and less restricted exhaust you can probably expect the bike to run leaner unless you add some fuel. The HD Download that you pay a 100 or so for is supposed to compensate of that, but it usually doesn't. Using some kind of device to add more fuel is going to give you a better result.
