The 412s have 2 different spring coils on them. The smaller lighter compression spring will compress about an inch under the weight of the bike. According to Progressive, you still get the full range of travel with a 1" lower sit height. I have the 412s on my Ultra Classic and they did lower the rear about an inch. Other than the OEM air shocks, I haven't tried anything else for comparison, but the 412s seem to do ok. I bought them to lower the rear a little and they did that.

99Road King stock rears are 13" right? So I went with the 412's 12" and don't notice any difference
the stock schocks measure 13" from eyelet to eyelet the progressive's measure 13 as well dont know where they get 12

The length of a shock with no load on it is no indicator of what it will be like when riding on it. It is quite likely your air shocks were sagging more when you sat on them than your new shocks do, as simple as that.
Some one made a mistake. 12 inch 412's are 12 inches center of hole to center of hole. Period... no exception. Call progressive, get it straightened out. They are a site sponsor.
