i thought 08 was a 25mm, or is that close enough that it doesn't matter?

That's correct because all the lower legs for those years are the same.
The axles may be bigger or smaller depending on year but that is interior to the wheel (in between the two legs) not the lower leg portion itself.
Clear as mud right? Hard to explain.
