The tyre sidewall will tell you, if you are able to inspect the bike.

unfortunelty the bike is far away from my country and a friend of mine bought it and ship it to me .. so i wanted to make sure by asking you mates ... its my 1st harley .. so not quite sure its 21 or not from the photo

Welcome from the States! Nice looking Road King. From that pic, it looks like a 21". I don't think a bigger wheel and tire combo will fit that OEM fender. I have a 21" on my King as well.

That is definitely a 21" wheel. I have a 21" on my bike and it fills up the fender the same. Here a picture of mine. Welcome to the forum and congrats on your first Harley.
