Had the same issue with my 2010 Street Glide a few years ago. Problem was completely solved after the installation of fork mounted air deflectors. Some my say they are ugly but they absolutely did the trick for me.
I have HD lowers on my 07 Street Glide and had buffeting until I installed a pair of fork deflectors. Made a huge difference, much less air hitting up from around the tank. Tried many different style windshields and the width and height make a big difference in turbulence around your head. Nice and wide really helped on my scoot.
so i added some ebay lowers to my street glide last week, and after a few runs back and forth to dallas (avg speed 75mph) ive noticed that im getting a lot more head shaked WITH the lowers than i did without them. any ideas what to do to fix this? I've got a set of the batwing-extension wings im gonna put back on, see if they help, and after that, swap out my windshield for a different one. also going to play with the vents, wide open vs closed.
any other ideas why the lowers are giving me more head shake on the highway?
ive got the fork baffle up front, and a 9" LRS ultra shield
I don't know the fix, but I'll tell you I had the same experience, so you aren't crazy. My 2014 produced almost no buffeting before I added the lowers and now it has mild buffeting. I've decided it's an OK tradeoff because I like the extra storage and protection.

I bought a pair of those (JES if I remember correctly). They do an incredible job cutting buffeting, but they apply way too much unwanted steering at higher speeds, and they reduce the airflow to the motor a bit (I posted head temperature measurements about 3 years ago).
