Harley advertises the new tour pak as 4% larger overall than the previous tour pak so I'm not buying the chopped version holding more them the full size. With a 4% difference I would go with which ever one the OP likes the looks of,,,
I don't have the latest P&A book, but my 2014 P&A has:
2014 Chopped TP: Capacity 4500 CI
2014 King TP: Capacity 5800 CI
1997-2013 Chopped TP: Capacity 2800 CI
1997-2013 King TP: Capacity 3850 CI
Unless the newer P&A books have something different, I say it holds more.
The size of the tour-pak has magically changed in the P&A book in 2015. Besides, if you looked at both the Rushmore chopped and the older King tour-pak, you'd know there is no way the capacity of the chopped is larger.
Anyways, I'd love to see someone do an actual beer test on various tour-paks.
From the 2015 P&A
2014 Chopped TP: Capacity 3285 CI
2014 King TP: Capacity 4290 CI
1997-2013 Chopped TP: Capacity 3285 CI
1997-2013 King TP: Capacity 4260 CI
And who knows if these are accurate numbers......

Thanks LQQK_OUT. The numbers aren't very accurate either. Chopped vs Chopped, the capacities are the same but the dimensions are different....so who knows.
I think the beer/whiskey test might be more accurate.

the ci of storage may be equal even though the overall dimensions are different due to the shape of the tourpaks. the old one is pretty much a cube, while the new one has a 'stepped' design on the bottom. so you're taking a huge chunk of ci out of the equation by cutting the sides down.
