If it were me I'd call the seller back and see if I could get the phone number for her ex. and talk to him. Did he do any engine work, has it been tuned and by who.
If you need to purchase a tuner I've used a few different ones, Thunder Max, TTS Master Tune and DynoJet Power Vision. I liked them all but will highly recommend the Power Vision.
Good Luck, you got a nice bike for a killer price!
Big Dan you did get an awesome deal on the bike for sure but you were right when saying you want a 2-n-1 pipe. That's what I would do 1st, loose those V&H's pipes that's on there and put you some Rush Wrath, D&D or a V&H's Propipe on and get it tuned or as Safety man pointed out, a Power Vision or a FP3 tuner. Personally I'd find a good Indie that new how to tune and get a PV and have it dyno tuned but that's just me. You will hear a lot of different opinions for sure but those pipes aren't the best for performance and the way you describe how the bike is running the tune is way off. Not sure I would ride it a lot until I got the tune straightened out for sure.
Thanks for all the input guys.
I gave her a call and she said she didn't think it would be a good idea for me to call her ex and went on to keep talking and I just stopped her and said I understand. She did say that he had the exhaust and intake put on from the dealer when he bought it new.
I'm on duty today, tomorrow morning I will go to Harley and at least see if it has a tune in it. If it doesn't I will do some more research on tuners and take it to a local shop with a good reputation to get it tuned. If it isn't tuned I will ride my other bike until I get this one properly tuned.
Thanks again for all the input, I really appreciate it.

Figured as much, but if she has the original pipes and intake, I'd snag it from her at least. You can always make a buck or two off of them. Those pipes you have on there are the same one's I had on mine when I bought it. I still have them and some big ovals that the Previous owner had , waiting for someone to take them off my hands.
