Choose the handlebars that are most comfortable and buy the required cables that go with it. Its completely silly and short sighted to let cable length be the limiting factor on comfort, even more so if its on a bike on which you plan to put a lot of miles.
Cheap solution, I used 08 heritage bars. Comfortable solution, KST 16 inch Mayhems. Put the heritage bars on for six months until I could upgrade the cables, wires and bars.

I purchased an 2006 Ultra Classic last year. It is my first Harley Davidson. I put these Heli Bars on mine because I was having the same issue as you describe. While they helped me a lot, I still feel like I need more reach back.
So now I am curious about how to get longer bars and how to go about getting longer cables and wires.
While I understand that longer throttle cables and clutch cables are available, I am curious about the brake hoses and the electrical wires.
