Harley Davidson now sells 110 bolt on cylinder & piston kit, Part # 92500039, for 07 and later
Twin Cam Engines. That and your cam preference should make a good Stage-II out of any TC-96.

I am doing this very same kit.I ordered it last week, my local dealer had a special 20% off parts, so I bought it. I am having them install it on Wednesday. I am adding comp releases. I also ordered a PC 5 from fuel moto, with a map for it.

Im putting in the 103 big bore kit with the Wood Performance 222 cams right now. Don't know if I'll get these dyno tuned numbers but I'm sure better than the dog cams on my 96 ci now. Btw, it looked to me that the 204 cams numbers were pretty close to these 222 cams. They were back ordered three weeks from HD plus buying the 222 cams from Fuel Moto, I'll get a matching tune for my Power Vision which might help.

The HD 110 kit from what I have seen is a dog without swapping out cams and some other minor changes. A 107 with a decent cam and exhaust will smoke the off the shelf package. There are a few builders to choose from to get you there for probably less than you would pay for the kit from Harley.
Well up date, I had my 103 kit installed and the pc v . I had the chance to ride it. So Saturday I rode it 200 miles.I rode some freeway, some town and mostly mountain roads. Well I can say , it pulls a lot harder up hill , more power from a stop light.So far I am happy with it. They told me not to go over 3000 rpm for the first 500 miles.I know I could get more HP with different cams, but for now this is good.
Both our 07 and 08 UC had SE Stage II 103 kits power was more then adequate, solo fully loaded regardless head winds or uphill those bikes were more powerful then our 15 Rushmores . Make sure get the ACR or your starter or comp is going take a dump often.Both bikes were very solid performers and very reliable which IMO is important for long distance rides.
When I bought my 2010 FLHX I had the dealer do the 103 Stage 2 before I took delivery. I was really pleased with it and it ran well for the 5 years I owned the bike. Never a lick of trouble.

I will say the '15 at stage 1 feels a little snappier on the butt dyno.
