I have a 07ultra classic. I've lowered it an inch by using the Harley front end lowering kit and street glide rear air shocks. I love the way it handles and with a 29 in inseam it make it easier moving around. My problem is it rides very rough on some of Michigan back road. Any suggestions?
with your front end lowered to shouldn't go to a taller rear shock- rake/trail concerns.
try playing with air pressure- you'll probably do well to start reading up on the premium offerings in the case you can't get the 12" shocks to work for you.
you could try some $30 lowering blocks and 13" take offs ( maybe $100 if perfect)...that would retain your stance rake/trail and get you another inch of suspension travel.
otherwise Ohlins from motorcycle metal...spendy but the cool guys like them.
these are the trade off - lower = stiffer ride... I have a 28" inseam and run Standard height both front and back on my 15 and also had it on my 04 for 11 years... tried the lower but hated the stiff ride... I can run flat footed by boots, seat and handle bars - search my name and see where I have posted on this topic,,, boots, handle bars and seats... If I can do it - you can - I also ride two up most all the time and still can handle the standard length + Iam 65
Also, as stated,,, since you have lowered the Front DO NOT raise that back - not safe...
I tried my buddy's CVO 12" premium adjustable on my Ultra, didn't last long.
I picked up 13" Pro action shocks, they make 11 and 12 inch too.
Ohlins by Howard are a good choice as well.
You're going to lose a little travel on shorter shocks, need to make the best with the travel you have..
The Pro -Action 11" have 2 1/2" shaft travel, the 12"" have 3" of shaft travel they are on Facebook too .
They are in Motocross business since 1977 . They know how to make suspension works.
Ohlins 2-2A , go for the best Ohlins the first time and be done

Same inseam as you and I lowered my King front and rear using the HD Profile Lows initially. They were okay for my mostly solo riding. Then I had my 'ah-ha' moment when I went with Ohlins 2-2(A) from Howard. I have monotubes up front now with the bigger wheels.
Get your seat modified by Mean City Cycles and you'll be good.
Lowered bikes handle rougher. Less travel equals a rougher ride. Try a set of Progressive 944 rear shocks which are 13" shocks that sit at a 12" height but provide the same amount of travel as a 13" shock/. That is a good place to start.
