Chip, in order to install custom handlebar controls on a CAN/Bus HD Model, you would need to use this controller, example, you want to install Performance Machine 3-button handlebar switches, you now can using this module. Check it out, www.namzccp.com
A bit more than that, it replaces the circuit boards located in the stock switch housings that "talks to" the BCM/Body Control Module so whatever kind of handlebar switches you want to use go through our module and it converts the "switch" to "data" which is what the BCM is looking for.

So.... could we use this to keep the handlebar controls as is and just swap the function of two buttons? Like moving the cruise control to the left and the CB switch to the right?
They are two of the same controllers only programmed to do different stuff. Would be cool if we could swap them (virtually).
Sorry lp, this is not going to do that. Nothing out there that would either, the data for the buttons is in the circuit board and the buttons are just that, the functionality is all data/circuit board related and not separable.

Well damn. Too bad someone doesn't come up with a programmable modem that will convert one message type to another. Looks like you have half the equation already...
