Who are you using for the build? Not many good shops who can tune a bike decently up in our neck of the woods. Sometimes dealers have good sales over the winter if you leave the bike with them, just make sure they can tune it. Good luck with your build..

Who is doing your work Rob?
That may not suit some, however some of us are very happy to put money into improving a bike we love and cherish. It's a lot easier and cheaper than changing bikes and still not getting the improved performance that sort of investment can give.
I don't see any mention of a tuner. Will you need to get it Dynoed?
He's changing over from EFI to a carb, so won't need a tuner, however he would certainly benefit from a dyno tune.
I wouldn't use any form of true duals, that is just throwing away performance and quality and wasting some of the money spent on the engine. I swapped over from TDs to a Supertrapp 2-into-1 and got improved low/mid range torque, where most of us ride, plus a much sweeter and smoother running engine.
Keep us updated. Like to see how it turns out. Also don't the ignition need changed with the carb swap? I paid $6500us for 99 flhtci And have 5000us into it and probably going to see at least a grand more. Mines still a 88 & like it that way for now. If I get 100000 miles out of rebuild I will go threw crank and do big bore then.
Well up here in Ottawa we go to BA Machine for any work, they have a Dyno, machine shop for boring cylinders etc.. and are the friendliest folks out there, just walk in the shop and chat, and they do awesome work and can build anything from street to track.
As for my exhaust i am using S&S true duals but have a power chamber and Supertrapp slip ons, Indy says a good 2-1 would be better for power but this set up will work fine.
As for ECM will be using a Dynatech TC88 programable ignition
The HD dealers in this area are not very respected and never have any sort of build specials or any sales for that matter except for clothing

Unfortunately that's a common error and not so: 2-into-1s are better for torque, meaning through the entire rev range. TDs have limited low/mid range torque and only chime in through the upper rev range. They are after all simply drag pipes with mufflers!
Every production vehicle on the planet, bar those with only one cylinder, uses an exhaust system that unifies the exhaust from all cylinders, with good reason! They give better torque than separate pipes.
$5000 in Canada is probably right , that would almost equate to $3500-$4000 down here. When I went to visit the Family in New Brunswick everything was 27% off.
